I'm not sure I see the connection here between Oakley's case and House Bill 1227. Children have been historically separated from their families for sole reasons that they were poor, houseless, disabled, weighed "too much", Indigenous, etc. Is drug use a protected circumstance in HB 1227, or are people jumping to conclusions based on the sole reasons listed?
